Estado Novo was breddy good and did far more than the 1st Republic ever wishes it could. Salazar was a pretty competent politican and leader overall.

In the last few years of his reign portuguese economy was growing about 10% a year, while funding a 3-front war in Africa.
But unfortunately he was shit at taking care of unrest among the population, which sealed his fate.

Portugal was already a backwards country while under monarchy, and the first republic absolutely raped whatever little economy we had. He basically built everything from scratch.
There's also some other factors, like the iliteracy rate, which was over 60% back when salazar took over

when salazar got in in 1926, he had to spend about a decade just fixing the economic recession the first republic left behind. This made portugal fall behind even more compared to other developded countries. Real modernization of the economy only began in the 1950's, so yeah, all that growth post-60's is just the previous paying off
