France was getting steamrolled and Britain was ejected from the continent, Italy jumped in to grab some spoils and grab a spot at the victory table, knowing full well they were not ready for anything close to the scale of WW2 when it came to resources and industrial capacity.

Mussolini was looking for a quick land grab, riding on Germany's coattails on the grand design for a new Europe, but Britain's refusal to surrender and the charge into the USSR gave Italy much more than it could handle.

Spain and Portugal both had fascist regimes that eventually collapsed under their own weight by the 1970s. I think if Italy had stayed out of the war, or for that matter if the fascists had won the war, the same process would have occurred. (Much like USSR in OTL.)
