Was there any point in history when an Austro-German empire was possible? Maybe the brothers war?
What would the effect of such a political entity be on the european continent, and would France/UK/Russia intervene to stop it to prevent a powerful political hegemony over europe?

The hapsburgs loved being apart of the HRE germanosphere when they had hegemony, it wasn't until the rise of prussia that austrian dominance was questioned, checked, and austria in turn grew an identity separate from being a HRE substate into her own culture, austrian or southern german as opposed to german or north german.

Austro-German? Sure. Habsburg-German? Not really.
The German Empire was a nationalistic ethno-state which was discriminatory to minorities on principle.
The Habsburg empire was based on dynastic and essentially decentralised feudal principles where different peoples could have their own separate domains and pursue their own group interests so long as they recognised the Habsburg sovereign. The Austrian Germans were just another group of subjects.
So, ripping out German Austrian areas and integrating those into the German Empire? Possible, that's what pretty much happened much later during the Anschluss.
The other alternative would be the Habsburg empire managing to defeat and integrate the German Empire into its structure.

They were close during the Thirty Years War when it looked for some years as if imperial hegemony over the member states of the HRE could be achievable.
With a bit of fantasy you could also imagine an Austria victorious in the War of Spanish Sucession (and thus an united austro-spanish colloss who would give the idea of an european universal monarchy another try) or the German War of 1866 to assimilate or in some way dominate all of Germany.
