Yes, but the problem is that most people aren't creative. Relatively creative or intelligent people in the past would study specific subjects privately, while mass populace who could afford it would go to government schooling, but because of things like feminism, government schooling is the dominant form of education.

Feminism during the industrial revolution basically caused companies to pay the same amount for twice the labor since women were encouraged to work along men. This meant there was no longer an adult in the house to take care of the kid and decide weather it was interested enough in a subject to get private tutoring, and thus public schooling became popular and the government could instill their own morals to kids.
