How did steppe niggers with no formal education create one of the most effective land armies in the history of man? They warred on 3 different cultures and when they were still led by Genghis Khan and Subutai they were carving out land hand over fist.
How did those two manage to learn the skills of generalship to such a genius level? How come modern war colleges can't produce officers of their caliber?

Mongol culture is very different from what we'd recognize as "civilized" in the west, and in some ways is closer to tribal societies, but it does have its own tradition and a certain way of life in which its warriors would be brought up. They would be educated in everything necessary for survival in the harsh climate of the steppes and the perpetual clash of peoples of the middle east, as well as inherit a culture that was both singular (tengrism, throat singing, horse riding) and eclectic from all the peoples they brought under their banner and mingled with (they'll adopt ideas from buddhism to islam). They brought chinese engineering with them among other things. That being said, they were mostly fucking ruthless and efficient, and you can certainly attribute that to what you could call "formal" training in a certain way of war. You underestimate how deeply education and statecraft had penetrated the steppe after Tang rule. Even before the rise of the Mongols, the Khitan and Jurchens had already successfully built functional states and armies capable of beating the best of agrarian empires, leading to the founding of the Liao and Jin dynasties, respectively.

Because modern officers and generals aren't taught to rape and kill indiscriminately. War is easy if you don't give a fuck

Alright lets mount some horse and shoot some moving targets at full gallop? Shall we?
You are confusing modern warfare where you just push buttons and triggers with swordsmanship and horsearchery aka things that you have to learn for many years to be effective in.
