Bismarck and Willy didn't even want to unify Germany, since it effectively eroded both of their powers. Popular movement and Austrian posturing forced their hand, really.

Partially true.
He didn't want to include Austria-Hungary because it would upset the European balance of power and would tempt Britain, France, and Russia to harass Germany.

Same reason why Bismarck didn't approve of further expansion beyond 1871 Territories and even made a complicated web of alliances.
