Well yeah, it's kind of how the U.S. system is set up. Every branch of government is set to counter the other. The people are countered by the House who are countered by the Senate, who are countered by the courts, who are countered by the executive, who's in turn countered by both the people and the House and so on. It takes a strong leader to bring the country together under a common cause, you can't just have good ideas and smarts, you needed to have the personality too.

It's a federation of states. They're legally united under the federal government.

It ultimately is. If the leader is weak, the system will not function. One of the reasons Bill Clinton is remembered fondly was because he managed to work with House Republicans and bring all parties together. Someone like Obama with little political experience is as ineffective as he is because he didn't understand how to appease the Republicans and bring some on his side.
