Mongolia's much weaker than Poland, even given that Poland is far from being a geopolitical behemoth. Besides, it's not like it's really a nation state in the sense of being the one and only country where these people live - there's a huge area called Inner Mongolia in China, and there are regions in Russia inhabited by ethnic groups which are close relatives of Mongols.
To sum it up, Poland is a buffer state because it was exceptionally unlucky to pop up between two great powers, and it has often tried to do something to keep/restore its independence. Mongolia, meanwhile, exists only because China and Russia permit it.

Actually, Japan continues claiming even the South Kuril islands (which it calls "Northern Territories) only because no Japanese politician can say to his voters "We know we'll never get these islands back, so let's just get over it". And the only possible scenario of it grabbing the Sakhalin is if Russia completely collapses as a state, but then good luck dealing with very angry Russians coming to claim their turf a few decades later.
