A generation or two after the last big war people's annoyances with their neighbors have climbed back up, the memory of how much it sucks to fight has died down, and they start preferring strife and noise again.

Let me give you a simplistic model.

Generation 1 builds a civilization. They know all the hardships, they have made all the mistakes, known what works and what doesn't. They struggled hard to create a peaceful civilization for their children.

Generation 2 knows the struggles Generation 1 went through. They have never experienced these struggles themselves, but they learned of the wisdom of their ancestors that allows them to live in prosperity.

Generation 3 vaguely remembers the struggles of Generation 1. Generation 4 has only heard of the struggles of Generation 1. Generation 5 does not care about the struggles of Generation 1. By the time we hit Generation 10, all the mistakes Generation 1 had already made and found solutions for are being made again, except without the insight of Generation 1. These weenies in Generation 10 have known nothing but prosperity, and have no fucking idea how to deal with anything that's not prosperity. As such, they'll be the last generation to live in prosperity.

Then the whole story starts anew with Generation 11. Those who do not learn from history are doomed to repeat it.

because "notions" like these are expressed by a minority of people in the world. The vast majority of people are psychopathic and narcissistic to a not insignificant degree. Sure, people unaccustomed to war, conflict and barbarism will avoid it, but they're just anti-social in more passive ways.
