Cherrypicking.
WW2 left so many fucking mass graves in Poland that marking all places or relocating all bodies is simply beyond any possibility. Literally the whole country is one giant cemetery, courtesy of German and Soviet occupiers. So yes, that's why the symbolic relocation must suffice.
