Actually this is frequently misunderstood - Jefferson was actually talking about how rebellions (incl Shays' Rebellion) are like a kind of tax on republican governments whereby the populace is misinformed but has a spirit of self determination and rebelliousness spirit about them. These people are the tyrants - but actually still serve as a reminder that governments must do well to explain themselves and respond to criticisms and not just ignore idiots - like is easy to do. Hence - blood - trees etc
