In 1936 it was already clear that France wouldn't be able to win an offensive war against Germany again.

People often forget but Germany at that time had a way bigger population and a huge industry.

During the Munich treaties the French under Daladier in fact wanted a repressive policy against Germany but the Chamberlain refused any assitance. The French had no other choice than appeasement. The only moment they could have avoided this if it they had invaded Germany in 1933 maybe.
