Western military forces - specifically American - not only incited the War, by promising Alija Izetbegovic that his new country would receive recognition as a sovereign state, but also supported the Bosniaks by providing them military leaders and materiel, without which they wouldn't have bounced back into a stalemate and received their own state.

They didn't directly intervene earlier because Clinton's and Blair's neoconservative policies didn't jive with most European nations' foreign policies, but to say they weren't mixed up in it from the beginning is ignorant.

The ethnic cleansing of Bosnia was an echo of the earlier ethnic cleansing of Germans from eastern Europe by the Soviets at the end of WWII. That ethnic cleansing was widely praised in eastern Europe and went almost completely unpunished, and the Chetniks wanted to emulate it.
