Yes, pretty much every culture had it's own "omg evil foreigners want to steal our babbies, drink our blood, eat our organs" scare. It seems to be something that's in the collective consciousness of humanity. The Chinese were also accused of eating babies and/or kidnapping children in several countries, the early Christians were called cannibals by Romans, who also accused the Carthaginians of child sacrifice.
