Homicide rates in both these cities are half what they were a generation ago, and homicide is an excellent metric for crime.

Assault, rape, burglary are all crimes that can be reported inconsistently.

Murder has a clear definition, and the cops definitely want to know about it.

meanwhile drugs were all banned. so prices of drugs went up to reflect to risk in production and distribution.

poor black ghettos have an awful economic base, no investment in the areas. no political capital. schools go to shit.

facing horrible economic prospects. they start peddling drugs and forming gangs to protect their black market from competition.

Lots of gang violence and drug crime. response is to "get tough on crime". entire generations of fathers are sent to prison for decades. children have no father figure. Mothers working shit jobs and on welfare even more.

black children grow up and use gangs to get their father figure.

commie blocks finally recognized as a bad idea. all the poor people spread out, but not enough. so new ghettos pop up again.

keep being tough on crime and drugs. keep sending people to prison for decades.

If people died there you would have no idea I was talking about an American city and not some city in East Europe or Asia.
