"Cromwell committed genocide" is a huge meme. Except for Drogheda and Wexford, there are no other particularly violent events in his Ireland campaign, and in fact, the Parliamentary Army was much preferred by the Irish peasantry as they never looted indiscriminately and always paid a fair price. The massive population reduction in Ireland during this period is due to local guerrilla warfare between the four factions campaigning on the island, in particular the Royalists.

How do you decide what businesses get loans?

Goddamn.

This is why banks (and everybody who lends real money) need to charge interest: not everybody pays back the loans. There are obviously other reasons, but consider what would happen to a bank that charged no interest on loans.

They would go out of business. If you make 100 loans of $100 each, and only 98% of people pay back those loans, the bank is out $200 bucks.

Additionally, money has a time value, we have inflation, AND you have to spend money actually having people analyze what loans are worthwhile, hassling people to pay back their loans in a timely manner, maintaining records of loans, etc.

That they became so is more about the restored monarchy's desire to demonise Cromwell. Who, on arrival in Ireland did something to set the tone for his campaign that no previous English general in Ireland had done - hanged some of his own soldiers for looting.

The generally accepted 'laws' of war prior to the 20th century were that the people in a town that resisted to the point of being stormed were not entitled to any quarter. This is true from before the Romans right through to the Duke of Wellington describing Badajoz as 'not a useless effusion of blood'
