99% of the time the answer is no. Panda is basically never down. In worst case scenarios it goes to a read only mode with various functionalities disabled but they have enough backups to almost never have the site completely down. There's only been a small handful of major maintenances where they had to take it down.

I think what's terrible is that we're left with garbage ass digital releases for both magazines and tanks, and Japan is fucking retarded when it comes to digital distribution. If they could simply have release quality similar to Fakku (minus the uncensored part), it would really be a non-issue. But no: the magazines are censored to shit (wani, hotmilk, pizazz, shingeki, mugen tensei), the resolution is garbage (penguin club, pizazz), they look like some shit scan (koh), and/or they're released month(s) later (aun is worst). And some tankoubons are x1200 nonsense as well, which makes the asking price questionable. Not to mention the fact that a majority of the digital releases are DRM'd to hell and back. The people in charge of digital distribution in that country need to either fix their shit or carve a sudoku board out of their chest.

Fakku's books are x2600 and x3200, for some comparison, while e-hentai's image viewer scales to 1280x if you don't adjust any of the options. With scanning, you can have an absurd resolution depending on what settings you use for your scanner. 300 DPI, 600 DPI, and 1200 DPI (for example) will result in different qualities and resolutions. Higher DPI, higher resolution, more detail. And no, you don't necessarily want to scan everything at such a high DPI: it takes more time and filespace. After you've scanned it, it comes down to editing the images to make them look nice. If you're good, you can make it look like it's digital (i.e., straight from an artist's PSD files) but at a good resolution. There's a reason no one is going to waste the time to debind and scan a physical Fakku book, because the quality is already assured with their digital releases.
I can't use any of my previous examples as comparison, but here are a few images. The digital (pic related) is x1500 and the scan is x3000. I'm at least assured that the uploader/scanner provides good quality (Dynellen & salar).

I don't know how your blocking system works, but as far as I can tell it completely blacks out stuff regardless of namespaces. There certainly are things you could improve on it. Theoretically, a redirection / force rerouting to a specific preset search argument could solve the issue. For example "seiren"="parody:seiren" + gallery name search off + expunged search off.
Currently searching for "parody:seiren" gives nothing when it really should. The closest I could bring to list Seiren stuff is "parody:seire* -seirei"

I realize this is a unique case, but I'm sure there will be many such cases down the road.

Scanning only has a few variables to keep in mind: keep the scanner clean, use the correct background, use an adequate DPI, export with TIFF. Everything else is on the editing: straightening the image, cropping, removing any dust, removing the paper texture, color correcting, changing the resolution, etc. You can spend an inordinate amount of time editing an image if you so desire, but it all depends on the initial output of the scanner.
Regardless, mess around with your scanner a bit: change the settings (moire, see-through, gutter shadow), change the dpi, etc and see what you get. Photoshop really is the best image editor for scanning, bar none. I don't think Gimp offers the level of utility or tools that people have created for Photoshop, at least not that I could find.
I'm only complaining because the publishers have access to whatever crazy resolution the artists create their manga at, which is almost certainly >x1500. But they decide to digitally publish it at a lower resolution (and still have the gall to charge the same price as print) because people probably use their stupid phones to view everything in nipland.

I'm not really sure what your question was. My advice (if you're looking at using a higher resolution for your scans) would be to use the original scan files, edit them yourself, and resize to x2400~x2600. Or be more specific when you send the files off for editing.
But, honestly, use whatever people (including yourself) are happy with. I'm just one person complaining about digital publishers.

-Western names should keep their inverse name order for the same reason we want to preserve the japanese order.

She has a weird name which people would normally write as Toosaka, so I would incorporate the semi-correct Tohsaka and possibly the incorrect Tosaka and Tousaka into a single tag. I know you can make parts of the tag hidden, so "Toosaka Rin | Tohsaka Rin" could hold every variation.
And while we are at it the kanji 遠坂凛 could be thrown into the tag as well.
