Because in many cases the author has a hard time with the hole "Show don't tell" Philosophy of visual storytelling. The thing is, art can be taken subjectively and what one sees in a panel another might see something else.

So some telling has to occur so that the reader has a clear clue whats going on. A grand example of this is the Caska Griffith Sex scene in The Berzerk Manga. Some say shes being raped, others say she is enjoying it.

We really cant tell as there is vary little Narration going on.

Others want to make damn sure you know the girl is enjoying the sex, liking it but feeling guilty, hating it but feels driven to tough it out or is hands down being raped.
One could say that a great manga artist can belay these emotions theru just the pictures alone, some do even...
In the end the author takes a great gamble of what being told might be lost with out narration.
Last that's my opinion.

Not really. It only tells me the artist doesn't know how to convey his storytelling through art. As an example: as much as I like Kisaragi Gunma, his narrations of everything hentai is too much.
