Basically you get this in a few select cities and even so in a very few selected areas of those cities. Most of the crime in Brazil happens in Shanty-Towns and Slums (aka favelas). Those are no-man's lands. Cops have a loose rule, and cops are corrupt, so, they allow this to happen. If you live in the right part of the right city, or live in the southern-most states of Brazil, you might as well be living in Germany, because that's what if feels like.

Why is Brazil like this, you ask? Well, for starters, we've been shit with politics from Day 1. Ever since Brazil was a Monarchy, the king was corrupt, and created a corrupt government. Then it adopted Presidentialism, but we had no clue how to run Presidentialism, or giving states autonomy from the Union (ala, US). So we adopted the constitution of Portugal, adapted it, and ran it with. Except politics back then where very powerful families who where dirty as sin and wanted to get richer, so they allowed the constitution to be made ginormous and full of rules that would grant them immunity. Each generation got more pissed off and we got several constitutions each 20 years until the current one. The poor, the rich, and the working class have always been pitted agaisnt one another by politicians. Every 5 years or so we would get a politician that would declare himself "saviour of the nation", he would either be the self proclaimed hero of the poor, or the working class, or the family, or the common man, and each and every time he would take that class and make everyone else their enemy. So here is reason number 1) Brazil is like this because Brazilians hate Brazilians, and the rulling political class has manipulated us from day 1 into hating ourselves more.

Second reason

In the 40-60's communism and bolivarianism was rampant in Brazil as well, and it was so rampant that they managed to get a presidential candidate in power (A rich motherfucker who touted communistic ideas, as usual). So the CIA tipped our military and warned us that Brazil would go down as a commie shithole, so the day before the presidential dude took office, our military went in and staged a counter-coup. Commie President fled to a mansion in Argentina (A commie going away for a luxury filled refuge in a capitalistic contry... I wonder why they do this).

Since the majority of communists had no military training, where disorganized as shit, and our military was aided by CIA intelligence, we (our military) managed to get all of their major leaders behind bars (or killed). What was left where several small factions of commie cells, each with their own leaders, who hated each other as well as they hated the G.Is.

Unfortunately, also, all those commies had a great sway with the uneducated massed (mostly youth), and the promise of a better life and all that colored happy utopians ideas that go along with communism worked wonders along with the commie propaganda. Also most commies had a lot of influence over schoolars and historians, and these motherfuckers got great at making the government look bad at every turn and making themselves look like heroes. Which further exacerbates the Brazilian X Brazilian thing.

G.Is also had no idea how to run the country and kept making gaff after gaff, which fucked us over. G.I also hated the poor and the working man, and tended to side with the rich fucks, because frankly, who doesn't wanna side with the rich fucks.

Meanwhile, the regular people where getting screwed over by this turmoil, economical crysis and economical crysis.

So second reason:
Brazilians hate the government as much as they hate Brazilians, which we hate as much as we hate Communists, and as we hate Capitalism, and as we hate G.Is.

That is objectively false though. It's hard to find a job even if you have a college degree.

Without a college or university degree, you need at least a diploma of some sort that takes 2-3 years to complete, like chef, truck driver, painter etc. to get hired. It's not guaranteed you'll find a job in that area tho. Graduating from high school is basically the absolute minimum expected from people. Those who drop out after elementary (mostly gypsies) usually work manual labor for the rest of their lives.

Well, here is third reason.

The poor in special, started getting steam rolled at every turn. There was no social security in place and neither commies or GIs attempted to help the poor stop being poor. People had no homes and lived in shitty places. So naturally all the poor people started flocking to the cities, and as you can imagine, this caused all sorts of issues.

To the GIs thought it was a great idea to build vast "comunities" on the outskirts of each cities. The biggest of these cities where Rio (then seen as a paradise city) and Sao Paulo (then the economical center of Brazil). The GIs build a lot of these communities and gave them to the poor. Well, police presence was kinda low in those areas, and as you guessed it, the poor took to crime. Soon enough the criminals ran the communities, and these grew as it's population grew over the years. Now you had the favelas. Thing is, the poor can only stop being so poor if they keep stealing from other poor people. So the criminals started commiting crimes in the cities. And the GIs thought "Shit, we gotta do something about these huge urban wastelands we've created and not cared for years."

So what did you do? Simply, get the criminals when they are out of the favela. And so they did. Some they killed, threw in the ocean, and that was it. So prisons turned into criminal universities, and the weed selling dude on the street would go in and come out a hardened battle-ready mastermind in as little as 3 years. The government simply turned a bad eye on that and went on to keep shitting out more laws and taxes and yelling and shooting commies, thinking it would fix everything. Of course, sometimes the government would get annoyed, send some cops into those prisons and shoot everyone, or round up some hoodlums and execute them. This backfired immediately as surviving criminals banded together to protect themselves, and this kinda thing results in the worse criminal factions we have today in the country (more like Terrorist Cells, because that's what they do), the PCC and the Red Command (PCC translates First Command of the Capital, and Red Command has nothing to do with commies, it's an allusion to blood spilling).

In the late 80's we had enough of the GI's and the country went back to being "free". We resumed the slow climb towards being a decent country. Well, Lula and some other commie guys went on to form a political party called "PT", or "worker's party in short". Lula, being the influent asshole he was, knew he had to step up his marketing game, so he made himself look like a hero of the Working Class, and the poor. Of course this worked wonders as the poor flocked to Lula like birds. Then Lula pittied those classes agaisnt everyone else, including other poor people who disagreed with their ideas.

And what happened? Everything that always happens when a commie becomes popular Social unrest skyrocketed, people hated the government more, the poor kept getting poorer (except now being more vocal about it) and Lula rose in political power. ;

Acutally there are two Brazils, the one from the middle class and the one from the poor. The poor communities are generally in the big cities - Rio, São Paulo metropolitan area, Belo Horizonte and practically all northeast cities.

I'm not xenophobic but this is 4chan so let me tell you the truth, the people from the northeast never had education nor culture and since the 1940s-1960s they are migrating to the southeast and south searching for jobs. They didn't found any, so they began populating the hills and crime skyrocketed when gangs appeared and took over the drug business.

The recent crisis have only worsened the problems, but I don't care, I live in a rich city in the south and crime here is very low, comparable to the US I guess. Also here everybody is white, I don't know a single black person.

Police doesn't even get money to fuel their patrol cars. The public spending bankrupted the country. Crooked politicians are out to get other crooked politicians, the people are tired of it all.

The poor are tired of being poor, and basically claimed the favelas for themselves, creating the lawless wastelands you see in the gifs. Northen Brazilians (the poorest) keep immigrating to southern states in hope of a better life, and most of these resort to crime. Southeastern states are most affected by this. There is talk of civil war, and southern-most states want to declare independence. Some Brazilians are claiming for another military counter-coup, others want their socialistic utopia, others even wrote to the UN asking for international intervention, and some, just wanna get out and get a better life.

People are at each others throats, we hate ourselves, we hate the government, we hate the police, and the rest of the world looks down upon us, and we can't leave because other brazilians created a fame for us preventing us from getting good lives outside
