How do I achieve this sort of effect in Photoshop? I've tried outer glows, gradients, I just don't know how to replicate it. Any help would be appreciated.

Layer blending modes. You don't have to touch fucking outer or inner glows. Brush something in the color you want then duplicate it multiple times while messing with the layer blending modes & opacity. If that's too complicated for you then use YouTube & search for "creating glows in photoshop" or some shit like that.
