Why can't every operating system have an updating protocol similar to Chrome OS?

Chrome OS is read only root. This works for babby's first thin client and for hypervisors (SmartOS), but as of yet no full fledged desktop or server OS can do it right. Persistent live Alpine with an apkovl is pretty close.
