The difference is, you don't have to use different frameworks in the same OS for it to work. You have the choice of not using GTK applications or whatever, the point is you're free to choose not to install software which you believe has a stupid dependency/compatibility structure.
I don't even use a desktop environment, so I usually don't have to worry about that bullshit.
