my dad has an office at home and wants everyone to have a uniquely accessible account from every computer. How hard would it be to setup a windows mainframe where all the client computers connect to it like they used to do in the 80s?

Just get Windows 10 on all the machines, the botnet allows you to set up user accounts with Microsoft account credentials, so your dad can set up everyone as users, and manage their shit, without having to know, or assign, or set up their passwords.
