That's called a Fraud Alert. "Initial Fraud Alerts" are free and need to be renewed every 90 days. An "Extended Fraud Alert" is free and lasts 7 years, but requires proof of fraud (a police report).

Basically, NOTHING will get approved without a phone call to your registered number.

Personally, I find both the freeze and the fraud alert to be a little much unless you have evidence of fraud, especially with sites like Credit Karma which will notify you the second a new line of credit is opened, or another "hard check" to you happens.
