qubes is still xen based which is a shitshow when it comes to security in every regard.

tails is a nice idea but has\had no audit and the user base and developers are barely existent, which doesn't speak for its security.

openbsd is the best choice on the market.

you can try and buy grsecurity patch, but grsec doesn't have a business plan for enthusiast users.

Tails is better if you need to leave no trace of data behind, it's the kind of OS you would use on a laptop on public Wi-Fi to avoid a well funded threat like the government (which is why it worked for Snowden).

Qubes is better for straight up security, if you can afford greater hardware to run it. Qubes can also be more anonymous than Tails as you can set up a TorVM to route traffic through similarly to Whonix.
