Yup, friend of mine bought a 7700k, 1080ti for a 1080p / 60 TN monitor... Not even overclocking either of them and bought a hyper 212 for CPU cooler.. he plays CSGO, old-school Runescape and PUBG.

It is not stupid. He can finally upgrade to a 2017 worthy resolution.
He should make sure that his other parts match the card. I would recommend a 6-core i7/Ryzen and 16 GB RAM. If he wants to drive 4K / 60 Hz a 4 core i7 will be sufficient. Otherwise he should stick with a weaker card and upgrade the other components.

Unless he has a monitor that will run over 60hz, it's a waste. A 1080ti will consistently run over 80fps in every game at 1080p.

These are all poorly thought out views. You don't drop this kind of money on something you'll replace in six months. This is a card that will last them for years at 1080p while giving them the option to move up in resolution in the future. Future proofing is a big deal for anything this expensive.
Got a friend who bought a used pc with a 1070 and amd cpu for about a grand just before amd released their newer line of gpus at the time. He uses it with a 1080p television and mostly plays minecraft and games released a few years ago. Tried to give him part picker links for something better and cheaper and also tried to convince him to upgrade to a decent monitor. Months later he makes a comment about how he was excited about his pc and I was just bringing him down
Give your friend your opinion and if he doesn't want to listen try and just let it be. If he's happy be happy for him. It won't get you anywhere otherwise. You'll just annoy each other
