Windows before 95 was a visual shell for DOS rather than a complete OS, so there is no strict canonical answer for this.

So we're ignoring NT? Windows 95 included a version of WinSock, but it wasn't until SP1 that it was fully featured. I assume the answer is 95 and up.

WinSock predates NT and 95 though. DOS had several IP stack options one upon a time.
