For what reason? The ability to meet up for illegal activities untracked? Or because of terrorism? The way I see it, the early internet wasnt really tracked, and anonymous to everyone but computer scientists. But maybe its a case where the progression of world knowledge makes it impossible to return to.

Same as those old boards where people would confess their sins and secrets (which later devolved into bullshit stories or bathroom humor) those concepts seemed to work for a long time without getting anyone killed. But things these days are tracked quite aggressively.
