The CPU needs to be paired with a chipset with it enabled.
Most/many consumer boards don't have it enabled.

The only reason to have these hardware level embedded spyware is so that intelligence agencies can spy on you.

The AMT in the CPU itself just runs the code that it is told by the chipset.
