Does anyone have any idea what the fuck this thing is for? It was found in an old school. Theres an emblem where it says "Physica" and it has a Made in Germany stamp on it.
It weighs almost nothing and the wheel down to the right does nothing when you spin it so it might be broken.

If there's no power input then my guess is that wheel is used to generate high voltage static electricity like in a van de graaff generator. But you need to spin it quite fast with a motor and belt system. It looks like there's a second pulley on the bottom rod.
