I built a new PC and it's running like fucking shit. Who's dick do I have to suck for some help?
- Ryzen 5 1600
- EVGA GTX 1070 SC
- MSI B350 Tomahawk
- 16GB 3000 team force ram
I'm watching videos of people use this exact setup or worse and get amazing 70+ fps in ultra settings on a lot of games, i.e., Witcher 3, Arma, PUBG.
Why am I still choppy at 25 - 30 fps? I don't fucking get it.

Try setting your power profile to whatever is maximum. Usually all the problem is on nvidia setups.

Can you try to explain in some basic steps what you mean? I have a seasonic 650 wt gold psu. Is that relevant?
I downloaded the AMD driver that includes the AMD optimized power plan. Using that got me to where I am, which was unbelievably an improvement.
Your RAM is probably running at 2133Mhz if you didn't touch the BIOS. Go set it to 3000Mhz, download Aida 64 and run the cache benchmarks and post the result.

Specs sound good my man;
If you don't have an SSD you could experience texture pop-ins in places and frame rate could be affected;
Try re-installing every driver and run an sfc /scannow as admin from CMD to check for bad files;
Could also do a chkdsk too;
Re-installing games after you're done with the above;
If nothing else works re-installing windows again...
