Use C++ and SDL. That's the closest you will get to building it from scratch without taking 5 years.
Nene used C++ but I'm sure she lied when she said she didn't use any libraries. She built the game too fast for that.
Pick an easy to use engine and start.
Or better yet, take a free game and just modify and expand on it.
Making a game from scratch for an amateur is basically bound to end in a disaster.
