Why does Google let developers do shit like this? They took VLC and added ads. They don't attribute it or provide source code though. Can I report it for violating to GPL, or is there nothing to be done?

The GPL does not require that the source be bundled with the app. If you've gotten the binary from them and they won't release the source, that's an issue. If they've released it under a different license, that's an issue. But GPL means free as in freedom, so they're allowed to add ads and redistribute it.
The use of Media Player Classic and the icon would be trademark infringement, though.
Android shit is 2nd rate 3rd world bollocks. Google leaves tens of thousands of malware apps on the store and does nothing. Pajeets are also all over FOSS because, annoyingly, its accessible for them.
