This basically. Large organization IT depts have yearly spend-it-or-lose it budgets, so they blow a huge amount on replacing computers that are nowhere near end of life.
Just so happens most of them aren't retarded enough to waste their IT budget on shitty fruit toys, even when they aren't spending their own money.

Grossly overstated and any company that operates like this is going out of business quick or is on welfare (schools would be such a case). I work for a large multinational and most of us are on 3 year old pieces of shit with old HDDs even though we're all developers working on monolithic projects that take like 20 minutes just to open and hours to build.
