No, it'd be a fucking stupid idea. The cooler is a relatively minor part of the overall cost - especially AMD's cheap garbage stock coolers. You'd barely save anything and still have to buy a cooler yourself. Not to mention the hassle and complexity of fitting a cooler, with all the thermal pads, secondary heatsinks, screws and whatever else modern high end coolers have. Plus the potential of people damaging their cards during installation and trying to RMA.
