But they can't middle-man stuff that's encrypted via SSL. That's why for example those "you've used 80GB of your 70GB monthly plan! Upgrade now.... PAY UP, GOY!" dialogs they sometimes inject into the HTML of a website only work on plain HTTP.
At least that's how I understand it.
