How's the Vega performance expected at the underclocking levels of a mobile device? Will Ryzen's power efficiency enough to leverage Vega's self ignition tendencies?

I thought Zen 2 was supposed to move from 14nm to 7nm. The whole hope for Navi was that AMD would also shrink Vega's die size too in similar fashion. I guess not.
