Yes, it's called Windows Update.
Microsoft has a database of all drivers because they require all drivers to be signed by them.

I find this really cool, since I use Linux I've never had to install any drivers manually except GPU and there I only had to choose between open source and proprietary drivers. Is this the reason why the kernel is growing?
