Because the audio you're playing is quiet. Play a source containing quiet audio, and it will be quieter than max volume.

Because they aren't loud enough.
Download one of your videos and convert the audio to mp3, then open it in Audacity. You'll see the waveform and I bet it's not clipping (aka super loud)

because typically audio is normalized to a value less than 0db, so that negative value will subtract from your overall sound output volume.
If the audio were normalized to 0db it would play at the 100% volume you're looking for, but reaching/exceeding 0db almost always creates clipping.
Clipping is to audio what burning your food is to cooking, it's bad.
