Does that mean you could use a single inverter to get pretty good randomness if your sample rate is low enough compared to the ring oscillator's pulse rate?

The width of the pulses made by the ring oscillators will change slightly with each subsequent pulse.
I checked legit papers and real scientists call it phase noise.

easiest way to get random numbers is with a cheap sdr dongle. but remember rdrand and openssl will do everything they can to thwart your attempts, so bypass.
