Maybe it is because when said devices stop drawing power there is an extra surge which causes the motherboard to flow with more power and creates the pop sound

It's a common You need a power filter or a ups hooked to the pc or the heater has to go on a different breaker. its because you have two 3 pin power plugs in the same circuit and it's a ground loop causing interference from the heater. If there is no annoying hum I wouldn't worry about it, my active sub does the same thing through my speakers when it shuts down
