Never sold anything on eBay so I can't say whether PayPal's fee or eBay's applies first. If 10% goes to eBay, that's a fucking rip-off.

People on ebay are reluctant to order things that do not include free shipping. They want ebay to be an amazon clone.
Personally as a seller I have not enjoyed selling there. Always get low bids on good items barely used or refurbished especially after the fees and shipping. BUT I'd rather do this than be a wageslave.

You have to check. It doepends on the price rance and the category of the item you are selling. They take x% of off $50, y% off of the next braket, and anything over $1000 I think is a bracket, too.

They don't take it right away.
You'll get the full amount in your paypal account (minus paypal's fee) and then you'll "owe" ebay the 10%. Once a month they charge your paypal account 10% of your total sales for the past month.

Don't forget that PayPal will freeze your account funds for a half a year before paying out and will not pay you interest even while they use your frozen funds to make investments like an insurance company.
