What platform are you using?
Linux or windows?
If you're using windows there might be a config file or something left behind that didn't allow a proper fresh install.

You might need to rollback a update or try and do a fresh install onto that version instead of a update.

If you manage to figure it out i'd suggest to submit a bug report.
