Hey /g/, do any of you know what OS this is, and do any radio enthusiasts have any interesting information on SSTVs?

I'd say that's windows XP.

On a High Contrast theme.

It doesn't look like windows XP. What about 98 or 95?

It's XP, look at the icons in the systray and the logo on the start button.
SSTV is basically just taking an image and turning it into tones. The tones can be transmitted over any line, be it radio, telephone, or even VoIP (like Skype), although the clearer the tones, the better. I used a SSTV program some time ago, forgot what it's called, probably was the same one in the screenshot. To test it locally, you can transmit an image, record the sound coming out the speakers with a voice recorder app, then click "receive" and play the recording back into the computer's mic.
I can't be bothered to look at the garbage they send on SSTV frequencies. Pretty much all of it is crudely Photoshopped CQ cards (like a postcard) with the transmitting station's callsign written in Comic Sans, maybe with a noisy image.
