Always consider an SSD. Try buying a large SSD for what you'd pay for your SSD+HDD combined, and add a HDD later
NVMe SSDs aren't for a faster OS boot, they're for productivity/scratch disk/VMs. NVMe and M.2 are not the same thing, M.2 is a form factor.
The Ryzen lineup comes with surprisingly good stock coolers. consider using them over any <$30 cooler.

The evo520 is surprisingly cheap and on official site shows that it's fully modular, although on the store I'm looking at it, there's a picture that it's semi-modular
If that doesn't work out, what about Cooler Master V series RS550-AFBAG1-EU, or just recommend some models I could look into for ~550W
Don't plan to overclock, maybe just a little bit, no plan to stress the build too much, so basically just need a high enough quality PSU to feel safe and use it for years to come

The Pentium would be a good pick if you intend to upgrade, since its cheaper and still good for most games in 1080p. Saving you a significant sum of money over the i5 that would later be replaced anyway.
The other anons suggestion of going Ryzen is also a good pick for future upgrade plans, though I would get a Ryzen R3 1200, their basic cheap quad-core. They're 120$ compared to the Pentium at 80$. You would need a nicer motherboard comparable to that Z270 board for a potential future upgrade to say a Ryzen R7 1700 or 1800.

16gb of ram is plenty for gaming and multitasking, realistically you could get away with 8 but extra headroom is always nice. 32gb initially wouldn't be used for anything right now unless you do professional work that requires a lot of ram. But ram is an easy thing to upgrade in the future if you need 32gb later.

Not that anon but when I went from a GTX 670 to a Fury X the first thing I noticed was how fucking nice the card "just worked" compared to Nvidia. Not to mention, despite having a lower budget for drivers and optimizations the UI for Radeon Software is just fucking nice compared to Nvidia's control panel. It's fast and easy as hell to navigate. It's also nice because the control panel and their Geforce Experience equivalent are much better integrated together than Nvidia's solution.

The AMD drivers bullshit is an old meme, they're nice as fuck.

What's the point of a GTX 1080/Vega 64? Assuming Vega performs equal to their Nvidia equivalents for now, who needs them over the GTX 1070/Vega 56?

They're clearly only worthwhile for high refresh rate 1440p gaming, but neither of them will be able to get a 144hz consistently in most modern games and the Vega 56/GTX 1070 both push over 60FPS in almost every game anyway, even at ultra. Not to mention, you could probably get equivalent performance with almost zero visual quality drop by reducing graphics to high/very high and tweaking settings, and you'd probably want to do this to keep your minimums up regardless. Is there really much of a benefit to forking over the extra $100 for those additional frames?

The 1600X does not come with a bundled cooler. If you want a cooler, look at a Cryorig H7 and ask them for a bracket, I don't know if they ship them with the coolers yet.

However, the 1600 does come with a good cooler that can handle an overclock that gets you close to 1600X performance. My 1600 gets to 3.7GHz on the stock cooler without even tweaking the voltages, sometimes it XFR's up to 3.9GHz on two cores.

Say on my Ryzen build I attempting to get my memory stable at 3200Mhz (its advertised speed). I set the timings/voltage manually and my system does perfectly fine with no errors in HCI MemTest and AIDA64 overnight, and I can game ~4-6 hours straight without issue.

However, when starting up my PC (cold boot or restart), sometimes it fails to reach BIOS and the screen remains black; sometimes it makes it to Windows perfectly fine. What's the limiting factor? It never resets my settings in the BIOS or anything - just need to restart until it goes through.

I read elsewhere that it might be because before even BIOS the system starts with 1.2V, not reaching the DRAM voltage of 1.35V that I set. Apparently I need to change the boot voltage, but my MSI B350 board doesn't have the option even with the latest AGESA update. Do I cut my losses and try for a lower speed, or is there another setting I can adjust to try and get around this?

In fact, AGESA 1.0.0.6 is what made 3200Mhz possible despite the boot problems. Before that I couldn't even pass stock 2133Mhz. I get the same problem even setting the XMP profile and letting it automatically do its thing.

Gotcha. I would grab memtest86 while you're at it. It's insanely small and you can load it on a bootable flash drive and have it run tests on your memory overnight. Just choose the flash drive as the boot device in the BIOS boot override and it'll just start testing your RAM in a loop. Aida64 has built in benchmarks, reports and a stress test. Prime95 is another small tool that provides intense CPU stress tests.

It's also entirely possible some of these games you're playing are either coded stupidly or are making optimizations for Intel platforms that cause weirdness on other platforms. You can try disabling SMT in the BIOS or setting the CPU affinity for those processes in task manager to even thread numbers and see if that helps. I wouldn't turn off SMT permanently but just as a test. You can run CPU affinity all the time if it does help. I've found that it can help on some quirky titles, even on Intel platforms.

I did, the wattage comes out to around 390w. I was reading a while back that you want to overcompensate about 100w for quieter performance. I figured I'd ask you guys because I haven't built a computer in the last 8 years.

From what I've seen, the main (((issue))) they suffer from is the lower end board skimp on power management components, which is to be expected from a lower end board, to save money.
I can't talk from personal experience about the quality though, since I've only used MSI, Gigabyte, Asus, and a make-shift Toshiba laptop hybrid setup.
