It's about value.
Intel was selling 10 cores for 6x the cost of their 4 core. That's a 2.5x core increase for 6x the cost. Not worth it.
AMD is selling 2x the cores and almost 3x the PCIe lanes for 2.4x the cost. Reasonable value especially when they clock just as high.
Intel never offered good value. The only people that bought 6950X and 6900k were people that just "had to have the best" and cost didn't matter.
There's probably a lot of people out there who were considering getting a 6950X one day, but were waiting for a good sale that never came. Then Threadripper came instead. Same with 6900K potential buyers who got a 1700 or 1800X instead.
I always thought Intel should have went 6 core mainstream with Skylake. But they didn't. So I never upgraded from my 2500k until Ryzen came. If Intel had released a 6 core that clocked to 4GHz+ in early 2016, I almost surely would have upgraded to that instead.
