My DSLR tends to do it in some lighting situations as well, like dawn and dusk, but phone cameras just seem to do it more often in general, no matter what time of day.

Though most phone cameras do a level of processing onboard before spitting the image out, it's probably presets to try and get the photos to pop more, people look at the bright colors and go "wow that photo looks amazing" while I go "that doesn't look like it would look in real life".

Mind you, everyone sees things differently, so perhaps the cameras are just more faithful to the lighting conditions and when it is transferred to a display it looks different because displays make colors from different light combinations than the primary colors we usually think of, so the higher sensitivity to things like green make the photos appear more vibrant.

Whatever. I still just try to make my photos appear the way I saw it when I took them.

It's true to an extent.

Your gear is a tool like any tool. Some tools will get the job done, some do it better or make it easier, but if you don't know how to use the tool you will fuck things up worse than the quality difference in the tool will account for.

You won't take better photos just because you have expensive gear, but you will be able to take better photos if you do.
