When I was on Windows 98, Norton System Works saved my ass, delivering ingenious applications that took care of the system. On NT-based Windows, which was much more stable, I didn't need Norton so much, but still I think it's solid software.

Because it's shit. You don't need it on Windows since there are less bloated and even free anti virus out there. And as long as you are smart you don't even need it all that much. And if you use anything but Windows then you're safe as fuck anyway.
