This. Grab a C2Q cheap from eBay for like $30. Toss a low power GPU in there that doesn't require external power.. GT740 or something along those lines.

I got a cheap optiplex and use it for home theatre. I emulate old games on it, pretty fun. I would suggest upgrading to a core 2 quad, shouldn't cost you much.
