This is the result of an autistic triumverate.

First you have Ken Thompson who had the ability to take the B language and turn it in to C, a much stronger language. Ken is hyper autistic and thus able to make the speeds happen.

Then you have Dennis Ritchie, a mid tier autistic. He was able to make the B language which was fairly easy to understand yet not autistic enough to turn it into the fast c.

Then there was Brian Kernighan. He is not super autistic and that is why he could write such a good manual for C.

C is literally a refinement of B which was a refinement of BCPL.

To answer your actual question, CPUs have a documented set of instructions, called an ISA. This is an assembly language and is available with all good CPUs. Early languages like C were created as an abstraction over the differences between the ISAs of different CPUs

Rule of thumb is every NES game was assembly so If it was written when the NES was out, it was probably written in assembly
